Ask a group of Pakistani families which Umrah package they booked, and a good number will say "3 star". It isn't the cheapest option, and it isn't the most comfortable. It is the point where most of the daily stress of an Umrah trip disappears without the price doubling.
On a well-chosen 3 star package you usually get a private room for your family instead of a shared one. The walk to the Haram is one you can manage several times a day, and the hotel has proper lifts, a reception that answers and a dining hall. Those basics matter more than they sound. A first-time family is dealing with visa paperwork, airport timings, Ihram rules and the emotion of seeing the Kaaba for the first time. Ask your operator: "Which Haram gate is this hotel closest to, and how many minutes is the walk at Maghrib?" An operator who really knows the hotel answers at once. A vague answer suggests they are quoting from a price list, not from experience.

Infants under two usually fly at a reduced fare without a seat. Hotel charges for children depend on each hotel's policy. Some count children as full occupants, others allow them in the parents' bed. Share every traveller's age so the quote is correct.

Which is best? It depends on your group. Families with small children or elderly parents often value half board: dinner is ready after Isha, and nobody has to search for food at 10 p.m. Younger pilgrims usually prefer room only or breakfast. The streets around the hotels are full of affordable Pakistani, Indian and Arab restaurants, and eating out gives you flexibility around prayer times.
Ask for the meal plan separately for Makkah and Madinah. They are often different.

Each extra night in Makkah usually costs more than one in Madinah, so the split affects the price. If you are over budget, try moving one night from Makkah to Madinah before dropping to a lower category.
One of the best-value ideas in Umrah planning is the mixed package: a closer 4 or 5 star hotel in Makkah, and a 3 star hotel in Madinah. It works because Makkah is where distance hurts most, with more walking, more heat and Tawaf and Sa'i on foot, while Madinah's 3 star hotels are often very convenient anyway.
Families with one elderly parent often find this gives them most of the comfort of a 4 star trip for noticeably less. The reverse also works for fit groups who want a special final few days: a 3 star hotel in Makkah and a closer hotel in Madinah. Any competent operator will price a mixed trip for you. Just ask.
Peak seasons change the 3 star market in a way that surprises many families. When Ramadan or the December–January school break approaches, 4 and 5 star prices climb steeply. Many families who would normally book 4 star move down to 3 star. That extra demand does two things:

Keep records: photos, times and names. If the issue isn't resolved during the trip, those records support a fair claim afterwards under the operator's written terms.
Between two 3 star hotels, pick the one with the shorter walk even if its photos look plainer. You'll walk that route perhaps 50 times. You'll look at the lobby twice.
In busy 3 star buildings, lift queues peak right before prayers. A lower floor lets you take the stairs. For elderly relatives, a lower floor can save a lot of waiting.
Hungry, tired children after Isha are not the time to be searching for a restaurant. Half board costs a little more but calms the evenings.
If your flight lands late and you are doing Umrah on arrival, a 3 star hotel that is a fair walk away means a long first night. Consider resting first. You remain in Ihram, observing its restrictions, until you complete the Umrah.
The same 3 star budget buys a noticeably closer hotel in Muharram or Safar than in December or Ramadan.
Hotel vouchers, e-tickets and the operator's Saudi number should be on paper as well as on your phone. Networks jam near the Haram and batteries run out.
Two "3 star" quotes can have different hotels, distances, meals and flights. Compare them line by line, or you're comparing different trips.
Many families discover on day one that "3 star" meant breakfast only. Get the meal plan written for each city.
A 3 star hotel on the tenth floor with two lifts can turn a 10-minute walk into a 30-minute trip at prayer times. Ask.
"Hotel X or similar" is normal in the industry, but it should come with a limit, such as the same category and no further than a stated walk. Otherwise "similar" can mean much further away.
If the quote is based on quad sharing, a couple may find themselves in separate rooms. Make sure a couple's quote is for a double.
